The Bishop is also advised by the Diocesan Finance Council.  Under Canon Law, the Bishop is required to appoint a Finance Council with a minimum of three members.  The Finance Council is responsible for the overall preparation and approval of the Diocesan budget, review and advice on parish and school budgets, review and advice regarding the investment of Diocesan financial resources and preparation and approval of the Diocese’s annual financial statements.  The Finance Council also annually reviews the performance of investments of the Diocese, oversees all investment policies and procedures and retains and supervises all professional investment managers that invest funds of the Diocese.  See “Annual Budget Process.”  The Finance Council also advises the Bishop regarding all matters relating to financial operations, policies and procedures for the Diocese and the parishes.  Consent is required from the Finance Council for the Bishop to act on matters of extraordinary administration of a financial nature.
